In order to encourage more drug users to interact with county health workers and potentially get treatment, the Multnomah County Health Department earlier this month updated its harm reduction program to include the distribution of smoking materials to people using drugs. That decision came after officials observed a drop in the number of drug users who have been seeking clean syringes from county workers. In Portland, the county seat of Multnomah County, police this year have investigated more than 130 overdose deaths.
