Wire placement? The Picture Framers Grumble

I read in a framing book when I started to place wire on frame around 1/3 down and pull snug across the frame. This is what I have been doing but in a large frame 24" wide or larger frame it seems that this method appears to want to put unnecessary side pull on the frame. Just curious what
